**Calling an Article V Convention** for proposing a Fiscal Responsibility Amendment to the United States Constitution and stipulating ratification by a vote of We the People, **and for other purposes.** Introduced MARCH 14, 2023. Referred to the House Committee on the Judiciary. https://legiscan.com/US/text/HCR24/2023 - [PDF](https://legiscan.com/US/text/HCR24/id/2749074/US_Congress-2023-HCR24-Introduced.pdf) > Whereas congressional and State records of plenary applications for amendments on any subject and applications for the single subject of Inflation-fighting Fiscal Responsibility Amendments compiled by the Article V Library counts Nevada’s ‘‘continuing’’ application, reported February 8, 1979, in the Congressional Record, as the 34th thus achieving the ‘‘two thirds’’ congressional mandate to call the Convention for proposing amendments; congressional records reported 39 applications by the end of 1979, 40 in 1983, and 42 total applications over time; --- H.CON.RES. 24 is a congressional call for a convention under article V which validates all state applications passed since 1788, regardless of subject, obsolescence, age, constitutionality, having since been rescinded, etc—as long as 2/3 of the states ever had a non-rescinded application on record at the same time. If H.CON.RES 24 passes, the Con Lobby will trigger the UNLIMITED convention it’s been salivating over for the past decade. Sad that some believe they know best and can control everything. Heaven help us if they succeed.
